SUB: NATIONAL CONFERENCE OF CHIEF SECRETARIES ON EASE OF DOING BUSINESS

Dear Member,

We are happy to inform you that the Government of India is organizing the  2nd National Conference of Chief Secretaries in January 2023. One of the themes of the Conference is 'Reducing Compliance Burden and Cost of Regulations' and hospitality sector is one of the focus sectors under this.    

The Government has underlined the fact that the Hospitality sector is burdened with obtaining a plethora of licenses, approvals and clearances from multiple Ministries / Departments / Authorities / Regulators, which not only consumes a lot of time and resource but the processes are also very cumbersome and arduous. Therefore, the government is planning to create a mechanism for providing a conducive business environment for Hospitality sector, with an aim to facilitate Ease of Doing Business. In order to finding solutions, the Government wants to first understand the pain areas of the sector.

The Department for Promotion of Industry and Internal Trade (DPIIT) has requested FHRAI to share a complete list  of compliances / approvals / licenses required by the Hospitality establishments which tangle the sector in a myriad web of bureaucratic process.

In this regard, please find attached a suggestive list of licenses / compliances / approvals required by the hospitality establishments, in pan India basis.  The members are requested to fill the last two columns namely ‘Approximate Time Taken For Licensing’ and ‘Applicability / Remarks’. Please put ‘Yes’  or ‘ No” in the applicability column as per compliance requirement and share any remarks if necessary.

Apart from that, you are also requested to provide your suggestions with regard to ‘Short-Term and Long-Term Measures For Ease of Doing Business in Hospitality Sector’, to be submitted to the Government.    A format for the same is also enclosed and we have pre-filled first rows of Short- and Long-Term measures. Members may similarly identify and add more inputs in the document.

Similarly, kindly share any best practices prevalent in a particular region / state / foreign country to be emulated by the hospitality Sector pan India.
