Subject: Invitation for Budgetary Offer – Empanelment of 3-Star Deluxe / 4-Star Resorts for BHEL Holiday Home (FY 2026–27)
Dear Members,
We are pleased to inform you that Bharat Heavy Electricals Limited (BHEL), a leading Public Sector Enterprise under the Government of India, is in the process of finalizing its Holiday Home facility for employees for the Financial Year 2026–27.
BHEL intends to empanel 3-Star Deluxe / 4-Star Resorts (Chain Properties Preferred) at the following 8 key tourist destinations through an Open Tender process. The estimated contract value is approximately ₹5.00 – 6.00 Crores.
1. Scope of Requirement (Fixed Commitment Model – Take-or-Pay Basis)
BHEL is seeking a Fixed Inventory arrangement, under which payment will be guaranteed for the committed room block for the entire operational period 01 April 2026 to 31 January 2027 (306 days), irrespective of actual occupancy.

2. Eligibility & Technical Criteria
- Category: 3-Star Deluxe or 4-Star Resorts (Chain properties preferred)
- Plan: CPAI (Continental Plan – Buffet Breakfast)
- Occupancy Coverage: 2 Adults + 2 Children (up to 12 years)
- Inclusions:
- 1 Extra Bed/Mattress
- Buffet Breakfast for up to 4 persons
- Amenities:
- Swimming Pool (where applicable)
- Recreation Centre
- Dedicated Parking (minimum 30% of room inventory)
Interested members are requested to submit their Budgetary Offer (Per Room Night – All Inclusive Rate) on their company letterhead by Monday, 23 February 2026.
This budgetary estimate will assist BHEL in finalizing internal cost estimates prior to floating the formal tender.
